Spain's Law 7/2023 introduces new obligations for all pet owners: microchip for cats, liability insurance and more. We explain everything and help you comply.
These are the main new obligations for pet owners in Spain.
Previously only mandatory for dogs. Now cats must also be microchipped and registered in the official census. Fines up to €10,000 for non-compliance.
All dog owners must take out liability insurance. Previously only mandatory for dangerous breeds (PPP). The law extends it to all dogs.
New owners will need to complete a free responsible ownership training course. (Pending regulatory development.)
You cannot leave your dog alone at home for more than 24 consecutive hours (72h for cats). Permanent tethering is also prohibited.
Ear cropping, tail docking and vocal cord cutting for aesthetic purposes are prohibited. Only permitted for certified medical reasons.
All companion animals must be registered in the regional registry. In Madrid this is RIAC. We do it at Interzoo Viriato.

Law 7/2023 on the Protection of Animal Rights and Welfare was published on 29 March 2023. Some provisions took immediate effect while others have transitional periods.
Yes. The law establishes that all cats must be identified with a microchip and registered in the official census. If yours doesn't have one, get it done soon to avoid fines.
Yes. The law extends the liability insurance obligation to all dog owners, not just dangerous breed (PPP) owners. The minimum coverage amount is still pending regulatory development.
A free course that new owners will need to complete before acquiring a pet. The content and platform are still pending development by the Government.
Minor infractions: €500 to €10,000. Serious: €10,001 to €50,000. Very serious: €50,001 to €200,000. Not having a microchip or not registering your pet is an infraction.
